Project Summary
The Elbow Lake Municipal Airport (Y63) apron expansion and Taxiway A construction projects represent a transformative improvement for this essential rural aviation hub, significantly enhancing safety and operational capacity. This project addressed critical apron circulation issues and object-free area deficiencies, improved pilot situational awareness during ramp-to-runway operations and has contributed to safer, more efficient airfield movement. By expanding the apron and providing the appropriate clearances for safe circulation and tie-downs, the airport mitigated congestion and provided redundancy that supports increased itinerant traffic and business services.
The City and design team overcame challenges in funding and phasing a large infrastructure project of this type through a strategic blend of MnDOT Aeronautics, FAA Airport Improvement Program and Airport Infrastructure Grant funding, and utilizing short-term enhanced funding opportunities paired with forward-looking planning and investment by the City and airport stakeholders. The phased construction approach and creative thinking about aircraft circulation minimized operational disruptions on the runway and for the FBO’s business operations, maintaining airport utility and economic vitality throughout construction. The implemented developments incorporate energy-efficient lighting, delivering long-term cost savings and improved service life. This project exemplifies the value of resourcefulness, detailed long-term planning and preparation, and environmental stewardship, cementing Y63’s role as a vital multimodal transportation center that supports emergency services, agricultural operations, economic growth, and tourism in west-central Minnesota.
Importantly, it demonstrates the City’s decision to consistently invest in Y63 to improve safety and operational capacity for all users. It is a textbook example of practical, lasting infrastructure investment worthy of the MCOA Project of the Year honors.

The apron expansion and Taxiway Alpha construction project at Elbow Lake Municipal Airport underscore a visionary approach to airfield development in small, rural airports. Through robust coordination among the City, Airport Board, MnDOT, FAA, and engineering consultants, this project prioritized safety, operational efficiency, and community needs. Careful planning on the forefront allowed the project to leverage complementary state and federal funds as opportunities arose, maximizing outside investment impact to allow this significant project to move forward.
This project brought into compliance the object-free areas and apron circulation patterns to meet current FAA standards and addressed pilot situational awareness when entering the runway, reducing risks during ground movements. Thoughtful planning and creative thinking lead to the construction of a temporary connecting taxiway that preserved the airport’s utility and access to the FBO throughout construction. Both design and construction improved energy efficiency and protected the site’s extensive wetland areas.
The leadership demonstrated by the City and Airport Board exemplifies stewardship that balances immediate infrastructure needs and safety improvements with long-term maintenance, operating cost responsibilities, and care for the place they call home.
