Job Responsibilities

  • Provide construction observation as a Resident Project Representative
  • Responsible for general oversight of project construction activities to ensure compliance with project plans and specifications and contract documents.
  • Provide extensive on-site observations to monitor installation activities, materials, equipment, testing, and inspections throughout project construction.
  • Build a positive, team-centered relationship with the construction contractor(s) to ensure the delivery of an exceptional product and experience to Bollig clients.
  • Serve as the primary communication link and liaison between the construction contractor(s), Bollig staff, city personnel, residents, and all project stakeholders to ensure decisions and planned work are carefully coordinated with the City in order to limit conflicts and minimize disturbances.
  • Prepare and maintain all required construction records and documentation. Provide to appropriate parties for review.
  • Attend regular client and construction progress meetings.
  • Meet deadlines and adhere to project budgets and schedules.
  • Obtain required certifications/recertifications and attend training as necessary.
  • Assist in collecting field data for project planning and design.
  • Assist Bollig staff with building and maintaining client relationships along with meeting promised deliverables.
  • Other duties as assigned including in-office duties as needed.

Job Responsibilities

  • Provide professional civil engineering services in all aspects of municipal projects including design, plans, specifications, reports, project budgets, scope of work, permits, contracts, schedules, estimates, and coordination of contractors and consultants, etc.
  • Participate in various design and construction meetings required for municipal, land development, and aviation projects, including design meetings with clients and sub-consultants, pre-bid and construction meetings with contractors and equipment suppliers as required
  • Prepare and maintain project documentation and ensure projects are completed within scope, on time, and within budget
  • Provide periodic onsite observation supervision during construction to ensure adherence to design specifications and collaborate with contractors and construction teams to resolve any technical issues that may arise.
  • Maintain client relationships and communications and provide regular updates on project progress and address client concerns promptly
  • Stay abreast of industry trends, emerging technologies, and best practices to contribute new ideas to the team


Skills and Competencies Desired

  • Bachelor’s Degree in Civil Engineering from an accredited institution w/ Professional Engineer licensure. Or, currently making progress towards licensure in South Dakota, Iowa or Minnesota.
  • Ability to lead and communicate effectively at different organization levels; work collaboratively in a team-setting; and the ability to provide a positive project experience for clients and stakeholders.
  • Eagerness to learn and contribute to a dynamic work environment.
  • Self-motivated, coachable, and determined with an aptitude to manage multiple projects simultaneously and the capacity to quickly adapt as necessary.
  • Proficiency in engineering software and tools and Microsoft office software.

  • Assist in conducting technical analyses, calculations, project scoping, and field investigation to support project design and decision-making.

  • Become an integral part of the Bollig Aviation Team to help progress client projects from planning to completion.
  • Provide expertise and support to meet the requirements of appropriate agencies including the Federal Aviation Administration (FAA) and MnDOT Aeronautics.
  • Assist with initial project scoping and collecting field data to identify client needs.
  • Assist with report preparation and drawing for Master Plans, Airport Layout Plan sets, and drawings for aviation construction projects such as hangars, runways, taxiways, aprons, etc.
  • Provide expertise and support to internal and external Bollig project stakeholders where needed.
  • Assist Bollig staff with building and maintaining client relationships.
  • Assist with other municipal civil projects, on occasion.
  • Maintain/obtain required certifications and attend training as


Skills and Competencies Desired

  • Prior aviation engineering experience desired (or prior civil/municipal engineering experience with an openness for aviation project focus)
  • Knowledge and understanding of airport engineering and design principles
  • Knowledge of existing CAD standards and construction drawings
  • Ability to lead and communicate effectively at different organization levels and work collaboratively in a team setting
  • Self-motivated, coachable, determined, and persistent
  • Aptitude to manage multiple projects simultaneously and the capacity to quickly adapt as necessary.
