Infrastructure Improvement Project

Project Overview / Objectives

Construction for Phase 1 the City of Russell’s Infrastructure Improvements Project began May 2024. The locations of activities associated with Phase 1 of the project are shown on the map and the work to be completed consists of replacement of watermains, sanitary and storm sewers, lift stations, and the repaving of affected roadways. Most of this work will occur during the summers of 2024 and 2025, with final construction extending into the early fall of 2025.

Project Updates

The Contractor has completed all underground utilities at this time. Three of the lift stations have been started up and are now online, with the Main Lift Station scheduled to start up in the spring. The Contractor will continue clean up over the next few weeks in preparation for Winter and seed the topsoil. Next Spring the final course of bituminous will be installed on Prairie Avenue, 2nd Street South, Hill Street, Central Avenue, and the Alley. Concrete driveways will also be poured next spring in conjunction with the paving.

Contractors are replacing main lift station. Clean up of the yards and seeding and mulching will take place.

Construction will begin in the spring 2025 to finish up final lift of pavement, seed the yards and finish cleaning up from the project.

The Contractor has completed all the underground utilities except for one railroad boring and the main lift station. Paving will be taking place next week for everything North of the Railroad tracks and CSAH 15. Planned progress for the next month includes wrapping things up for winter – including bringing in black dirt, seeding, and shaping up drainage areas. Also, the lift station rehabilitations will be completed and brought back online, and the Lake Outlet Structure will be installed yet this fall.

The contractor has most all the utilities installed on the south side of the RR tracks. R&G continues to work on the north side of tracks on Sewer and Water Utilities near the fire hall (in the alley and on River Street). Subcontractors are working on installing curb and gutter and will begin paving this week depending on the weather. 

Continuing work on CSAH 15 and Fronts Streets with watermain, services and boring watermain under the river. Roads will remain gravel until the paving crew is scheduled this fall.

As part of the Russell Utility Project, Lyon County Road 15 (1st Street) will need to be shut down between Front Street and Lyon CSAH 31 to facilitate new underground watermain that needs to be installed in this stretch. The attached map shows the detour for CSAH 15. This is anticipated to stay on for a few weeks. Local traffic will be able to get to businesses along Front Street from the north, but will not be able to cross CSAH 15 (1st Street) over the railroad tracks as this area will be under construction. The Old Highway 23 (Lyon County Road 31) Closure is anticipated to be reopened in the next couple of days.

Planned Progress for the Next Month – Boring will begin for sewer and water crossings under the railroad tracks. Construction will begin along 2nd Street for sanitary sewer, and eventually progress to Front Street.  Work on Prairie Avenue, Central and Hill Street has been wrapped up but will remain gravel until other roads are ready to be paved. Some work on the wastewater treatment ponds and lift station will take place to replace pumps and improve some electrical components for better operation of the system will begin soon.

Planned Progress for the Next Month – Construction will begin along Prairie Avenue for all three utilities (water, sewer, and storm) and will continue progressing onto 3rd Street after that. Work on Central and Hill Street has been wrapped up but will remain gravel until all other roads are ready to be paved.

Construction will continue for Storm Sewer along CSAH 31 (Old Highway 23) and R&G will finish installing new water and sewer services along Central Street and Hill Street. After services are installed, Central and Hill Street will be subcut (lowered) and prepared with new imported material and bring to a gravel surface temporarily.

CR 31 Russell DetourDuring the Week of April 15, 2024, Crews will be planning to start construction near the intersection of County Road 31 and Hill Street to install some watermain. A detour is scheduled to go on late the afternoon of Tuesday, April 16th, and will come back off, weather permitting by Thursday, April 18th. Crews will then be working on Central Avenue on Sewer main and Storm Sewer improvements.

Storm Sewer Reconstruction

  • Reduce localized flooding during big storms
  • Install lake overflow structure to mitigate flooding around Clear Lake shoreline

Street Reconstruction

  • First layer of pavement installed in 2024
  • Final layer of pavement installed in spring/summer 2025

Anticipated Schedule

The following is a summary of the preliminary project schedule:

  • November 2023: Advertise for Bids and Bid Opening (R&G Construction is Contractor)
  • May 2024: Start of Construction
  • July 2025: Substantial Completion
  • September 2025: Final Completion

During construction, there will be some additional heavy truck and equipment traffic coming through
town. It will be necessary to close streets partially or completely to vehicular traffic for your safety.
Street parking may also be restricted at some times and in certain areas.

Watermain replacement will require temporary watermains to provide water access throughout
construction as watermains are taken offline for replacement. During key connections, you may
experience brief water service interruptions and temporary changes in water quality as sediment in
the pipe is disturbed by construction.
