According to the Minnesota State Aviation System Plan (MnSASP), airport sponsors must either acquire 100% of their clear zones in fee simple or complete a MnDOT-approved Clear Zone Acquisition Plan before they can receive funding for many capital improvement projects.
This means that zoning work is often the first step in unlocking state dollars for runway, apron, or terminal upgrades. Without approved zoning in place, airports may miss out on crucial funding opportunities.
What Does the Process Look Like?
The zoning process can feel daunting, but it follows a clear path:
- Form a Joint Airport Zoning Board (JAZB) with local governments.
- Draft the ordinance and zoning maps (with attorney/engineering support).
- Engage the public through notices and a hearing.
- Submit for MnDOT approval.
- Adopt and file the ordinance with the county recorder.
