Sewer System Construction
The City of DeGraff lacked sanitary sewer infrastructure and instead had a network of privately owned and mostly noncompliant individual sewage treatment systems (ISTS). This precarious situation caused illegal discharge of untreated and inadequately treated sewage, and the Minnesota Pollution Control Agency (MPCA) issued a violation requiring the City to take action to comply with discharge standards.
Partnering with neighboring cities was either too expensive long term, or other cities were unwilling or unable to make the necessary updates to their own systems to accommodate the City of DeGraff’s needs. The City engaged Bollig Engineering to construct a new sanitary sewer collection system and replace the ISTS network with a new wastewater stabilization pond system for wastewater treatment.
Bollig explored creative regionalization options and used a combination of assessments and user rates to establish a City Wastewater Utility Fund. Bollig also worked with multiple agencies to navigate the major pipe crossings of a US highway and railroad.
As a result of their funding success and innovative design, the City of DeGraff now has compliant sanitary sewer infrastructure to meet both its current and future needs, while minimizing operation costs through a partnership with a nearby city.
